Chapter 41 - The Leviathan Protocol

At 0200 hours, the house was pitch-black.
I was asleep in the master bedroom, the rhythmic wash of the lake against the rocks below providing the first deep, unbroken rest I had known in months.
Then, the secure naval satellite transceiver on my bedside table chirped.
It wasn't a standard alert. It was the high-priority, encrypted emergency override—a signal that only activated if Fleet Command was initiating a global defense posture.
I sat up instantly, fully awake, and keyed the transceiver into my military laptop.
The screen lit up with red priority banners:
*TOP SECRET // EYES ONLY // COMMANDER M. VANCE*
*ORIGIN: PENTAGON STRATEGIC COMMUNICATIONS NODE*
Miller’s face appeared on the encrypted video feed. He wasn't in uniform; he was standing in the combat information center of an undisclosed subterranean fleet command bunker, his face pale and eyes hollow.
"Marcus," Miller said, his voice flat with terror. "We were wrong about the vault."
I leaned forward, my knuckles white against the desk. "What are you talking about? The vault was neutralized. The Seabees sealed the ventilation shafts, and the core sank into the central trench."
"The vault wasn't just a weapons storage bunker, Marcus," Miller whispered, his hands trembling as he punched coordinates into his terminal. "The hard drive you pulled from the terminal... our cryptographers cracked the second partition an hour ago. The 1974 installation at Tahoe wasn't designed to destroy the basin. It was a primary relay antenna for an automated deep-sea deterrent network."
On my screen, a high-resolution satellite feed flickered to life.
It displayed a section of the Pacific Ocean, four hundred miles off the coast of Northern California. The dark ocean surface was boiling, exactly as Tahoe had two days ago.
"When you severed the distributor bar to stop the local blast," Miller said, breathing heavily, "the sudden power drop triggered the failsafe's secondary relay. It sent an acoustic pulse through the continental bedrock directly into the Mendocino Fracture Zone."
The satellite feed zoomed in.
Rising from the pitch-black waters of the open ocean, an unregistered, automated titanium submarine—longer than an Ohio-class ballistic missile sub, covered in four decades of barnacles and deep-sea trench growth—was slowly surfacing.
Its dorsal missile hatches were hissing, venting high-pressure steam into the night air.

And on its conning tower, flashing in high-frequency optical code directed at the Sierra Nevada coordinates of Whispering Pines, was an automated signal repeating a single name:
*COMMANDER MARCUS VANCE — INITIATE FINAL PHASE.*
