Chapter 15 - The Hammer of Fleet Command

The side doors of the boathouse blew open with coordinated force as a four-man Navy VBSS (Visit, Board, Search, and Seizure) team breached the perimeter, their suppressed carbines raised and laser illuminators painting the interior in brilliant green crosshairs.

"Commander Vance!" the lead operator barked, recognizing my rank insignia and posture immediately.

"Clear," I called out, holstering my sidearm and raising both hands to demonstrate positive control of the scene. "Two hostiles detained. Unarmed, bound, and hypothermic. The objective drive and physical ledgers are secured."

The lead operative signaled his team. Two operators moved instantly to secure the prisoners, while the tactical commander—a battle-hardened Master Chief with salt-and-pepper stubble—stepped forward, snapped a crisp salute, and offered his hand.

"Master Chief Miller, Naval Special Warfare Group One," he said. "Admiral Harris sends his regards, Commander. He told us to make sure Whispering Pines stayed in Vance hands."

"I appreciate the timely extraction, Master Chief," I said, handing over the Pelican micro-case containing the encrypted DoD drive. "The ledger alongside that drive contains names, dates, offshore bank routing numbers, and shell company registrations. My father, Arthur Vance, along with Julian Rossi and Chloe Vance, are running an active logistics funnel through Oakland."

Master Chief Miller opened the micro-case, checked the serial numbers against a handheld tactical tablet, and shook his head in disgust. "This drive went missing from Naval Air Station Alameda six weeks ago. Fleet Logistics has been tearing the West Coast apart looking for the breach. They assumed it was foreign intelligence. They never expected an ex-officer’s civilian family running petty fraud out of a Tahoe resort."

"They aren't just running fraud," I said coldly. "They’re running treason."

Behind us, flashlights danced along the cliff path as Eleanor descended the stairs, flanked by two armed federal marshals who had arrived in the tactical perimeter vehicles. She wrapped her trench coat tightly against the alpine wind, but her legal instincts were as razor-sharp as ever.

"Marcus," she said, looking at the captured operatives and then at the military hardware filling the boathouse. "The United States Attorney for the Eastern District of California just unsealed an emergency indictment. When Arthur forged your signature on that quitclaim deed, he executed it using an electronic notary service routed through a defense-contractor server. He thought he was being clever by bypassing local escrow."

"What does that mean, Eleanor?" I asked.

"It means," Eleanor said, a thin, lethal smile touching her lips, "it’s no longer a state fraud case. It’s a Title 18 federal indictment for wire fraud, identity theft of an active-duty naval officer, conspiracy to commit treason, and unauthorized procurement of defense assets. They won't be seeing a county judge tomorrow morning. They’re being transferred to federal custody in Sacramento within the hour."
